Overview

Dr. Bonnie Palifka has a Ph.D. in Economics from the University of Texas at Austin, from which she also received her M.A. in Economics. She has a BA in Economics and Latin American Studies from the University of Vermont.

A professor in the Department of Economics at Tecnológico de Monterrey since 1998, Dr. Palifka has also taught at Yale University since 2011. In 2004, she designed and began teaching the pioneering course, "The Economics of Corruption," at Tecnológico de Monterrey. She has taught versions of this subject for Yale Summer Session and Yale Summer Online; During the Spring 2021 semester, he taught “Transnational Corruption, Crime, and Money Laundering” for Yale University. Her focus on corruption has also led her to speak at conferences at the World Bank and the United Nations.

She is the founder and organizer of the Academy Against Corruption in the Americas conference and has consulted for Transparency International and the United Nations Office on Drugs and Crime. She received the Rómulo Garza award for the second edition of the book Corruption and Government: Causes, Consequences and Reforms (co-authored with Susan Rose-Ackerman). Her most recent publications are book chapters, “Corruption, Organized Crime, and the Public Sector in Mexico,” in the Handbook on Corruption, Ethics and Integrity in Public Administration, and “Mexico's National Anti-Corruption System” (co-authored with María de los Ángeles Estrada and Ingrid Valeria Galicia González) in Anti-Corruption Agencies in Latin America. Dr. Palifka is a member of the civil society organizations Citizens Against Corruption and the Anti-Corruption Coalition.

Overview

He is a Doctor and Master in Political Science from the University of Oxford, United Kingdom. Also, he has a Bachelor's Degree in International Relations from the Colegio de México. From 1991 to 1995 he was a professor and researcher at CIDE. From 1995 he served as general director of the same institution, until his appointment as Mexico's ambassador to the OECD in 2004. In 2007, he returned to CIDE as a professor and researcher. He collaborated at CIDE for more than 20 years and is currently a professor-researcher at the School of Government and Public Transformation, at the Tecnológico de Monterrey.

He is part of the National System of Researchers of CONACyT level III. In September 2014, he was appointed independent director of Pemex. His latest books are Con dinero y sin dinero…, Nuestro ineficaz, precario e injusto equilibrio fiscal, y Por eso estamos como estamos. La economía política de un crecimiento mediocre. Has a weekly column in Excelsior. Together with Federico Reyes Heroles, he hosts the program Primer Círculo, every Monday on Canal 13, TV Azteca.

Overview

Dr. Ernesto Stein was the Inter-American Development Bank (IDB) representative in Mexico, where he guided all the activities of the IDB Group (public and private side) in the country with a focus on reducing regional gaps and fostering economic development. With a career spanning almost 30 years at the IDB, Ernesto Stein has served different roles, including principal economist at the Research Department and regional economic advisor for Central America, Mexico, Panama, and the Dominican Republic.

He has also been a Growth Fellow at Harvard University’s Center for International Development.

His research primarily focuses on areas critical to economic development and policy. These include international trade and integration, foreign direct investment, productive development policies, institutional economics, and political economy.

He has authored or edited over 12 books and contributed to more than 40 articles in edited volumes and refereed journals such as the Journal of International Economics, the Journal of Development Economics, Economic Policy, Economics and Politics, and the American Economic Review (papers and proceedings), among others.

Ernesto Stein joined Tecnológico de Monterrey as Distinguished University Professor in Public Policy for the School of Social Sciences and Government and the School of Government and Public Transformation.

“I wanted to better understand not only the mechanisms of power but also the contraptions of its reasons. This is why I approached comparative politics and political philosophy.”

Jesús Silva-Herzog Márquez has concentrated on the study of political philosophy and, in particular, in the history of political ideas. How liberal ideas are shaped, and the link to the democracy project have been his main areas of interest. He is drawn to the intellectual process that reveals reality and offers both framework clues as well as courses of action He has also explored political essay as an alternative path to understanding the phenomenon of power. He believes that this genre, which intends to be knowledge but also literature, would allow a less dogmatic approach to political complexity.

However, what Silva-Herzog Márquez enjoys the most is the classroom. From his point of view, this is a space that allows for great creativity. A place not only useful to present and share what he has learned, but also to understand what he barely senses and to discover new concepts through his contact with students.

The greatest challenge, he states, is to spread his enthusiasm for ideas at a time when they seem useless. In a world where famous quotes are confused with ideas, he believes it is a challenge to show the relevance of rigorous thinking. This is why motivating the thorough reading of the great classics of political philosophy, and encouraging critical thinking is a difficult task nowadays.

Dr. José Ramón Cossío is a retired justice of the Supreme Court of Justice of the Nation (SCJN) in Mexico (2003–2018) and has taught
at universities such as the Instituto Tecnológico Autónomo de México (ITAM). He is currently an associate researcher at El Colegio de México and the director of the Instituto para el Fortalecimiento del Estado de Derecho (IFED), a civil association dedicated to analyzing and improving the legal system in the country.

He is a Level III national researcher at the National System of Researchers (SNI) in Mexico. His research focuses on constitutional
law, human rights, and legal theory. He is also a columnist for newspapers like El País and El Universal, and a regular contributor to Proceso magazine. He has written 38 books and more than 750 articles in specialized journals.

José Ramón Cossío is a member of the Colegio Nacional, one of the most important academic institutions in Mexico, as well as the Mexican Academy of Sciences, the Mexican Academy of History, and the National Academy of Medicine, where he was the first lawyer to be admitted. He is also a member of the American Law Institute and a Distinguished Jurist in Residence at the University of Houston Law Center.

Ten institutions in Mexico have awarded him an honorary doctorate. He has been recognized with the José Pagés Llergo National Communication Award in 2010 and 2017, the Malinalli National Award in 2011, and the Premio Nacional de Ciencias y Artes in 2009. Earlier in his career, he received the National Research Award (Social Sciences) from the Mexican Academy of Sciences in 1998.

Overview

PhD in Political Science and International Relations from the University of Southern California, United States with a specialty in Comparative Politics and International Political Economy. Master in International Affairs from Carleton University, Canada and Bachelor of International Relations from Tecnológico de Monterrey, Monterrey Campus. She is currently a Professor-Researcher at the School of Social Sciences and Government of the Tecnológico de Monterrey and Director of the Doctorate in Social Sciences.

She has been a lecturer and panelist in various national and international forums. She was a visiting professor at the University of California, Berkeley in 2008 and 2009. Fulbright-García Robles Scholar (2012-2015), Conacyt Scholar (2012-2016) and Dean's Scholar of the Graduate School at the University of Southern California. She received the Norman Paterson Fellow from Carleton University and the Honorable Mention of Excellence from Tecnológico de Monterrey.

Her research studies the relations between entrepreneurs and the government in Latin America, industrial policy and technical education in the high technology sectors; as well as the effect of foreign direct and portfolio investment flows in developing countries.
